Trump to Discuss Border Security During Address to Nation

U.S. President Donald Trump on Sunday floated an idea of declaring a national emergency to build his long-promised border wall without congressional approval, as talks on it and ending a partial government shutdown continued.

Returning to the White House, he said: "They will make an adjustment because they want to see the border taken care of".

Trump has said in recent days that he might seek to unilaterally secure border wall funding by declaring a national emergency, a move that experts say would be of questionable legality. Such a move would seem certain to draw legal challenges.
