California to vote on solar-for-all-new-homes rule

California may start requiring solar panels on new homes and low-rise apartment buildings built after 2020, the first such mandate nationwide and the state's latest step to curb greenhouse gas emissions.

The new building standard - unanimously approved by the five-member California Energy Commission - would be the first such statewide mandate in the nation.

The California Building Industry Association supports the solar panel requirement after years of working with the energy commission to refine it, said Robert Raymer, the association's technical director. "You can bet every other of the 49 states will be watching closely to see what happens". They still need backing from the state's Building Standards Commission.

This historic revision of building energy codes ensures a large investment in residential rooftop solar and energy efficiency as California pursues its mandate of getting 50% of its energy from renewables by 2030.

But overall, making solar panels mandatory will be cost-effective, the report found, and is the only now feasible way for the state to fulfill its goal of making new homes produce as much power as they consume.

The average cost of constructing a single-family house was estimated to go up by $10,538 - although solar contractors in the San Diego area put the costs of a solar installation at about $20,000, depending on the size of the home. The price of solar has dropped dramatically in recent years.

California became the first state on Wednesday to require solar panels on nearly all new homes, sending the clearest signal yet that rooftop power is moving beyond a niche market and becoming the norm. The commission projects that home energy savings will total about $16,251 over the span of 30 years. The construction costs are steep, but could be outweighed by the amount the solar panels could save in utilities costs. But Republican legislative leaders said Californians can't afford to pay any more for housing in the state's already extremely expensive market.

The new policy applies to single-family houses and multifamily units that are three stories or less, and there are some exceptions for homes that are too shady.
