China set to approve lifetime rule for President Xi Jinping

The two-term limit on the presidency was introduced by late paramount leader Deng Xiaoping in 1982 to prevent a repeat of Mao Zedong's tumultuous decades-long reign that only ended in his death.

Bound by strict rules and norms, namely term limits for its leadership and rule by consensus, the party is increasingly becoming overshadowed by Xi's strongman style of rule and his belief that China's particular political complex requires a specific kind of one-man rule.

The vote approved a list of amendments that also included updating the Constitution with salutes to Mr. Xi and his drive to assert party supremacy.

The Chinese legislature gave a near-unanimous approval to the sweeping changes, with 2,958 votes in favor, and only two votes against, according to South China Morning Post.

Inside Beijing's Great Hall of the People, almost 3,000 delegates to the National People's Congress (NPC) cast their ballots on a series of proposed amendments - including removing the restriction that had limited the presidency to two consecutive five-year terms.

The new name would need to be approved by party members in a mail vote and it is unclear whether it will be accepted. The National Front is seeking to rebound after a major electoral loss in France's national election previous year .

Tibetan rights groups and exiles regularly criticise the government for not respecting the religious rights and traditions of Tibetans, and say China has trampled upon their culture.

Qinghai has a large Tibetan population, many of them yak herders, whom China has controversially been moving into permanent homes rather than allowing them to continue their traditional nomadic way of life.

"The amendment makes the Constitution in keeping with the times by incorporating new achievements, experiences and requirements of the Party and the country's development as socialism with Chinese characteristics has entered a new era", Li said.

One person who managed to get past censors on China's Twitter-like Weibo expressed concern "about the safety of those two people who voted against Xi's will".

From the outset, Xi was compared to Mao because of the personality cult that was building around him.

In a further measure of Xi's strength, a key Xi ally, former top graft-buster Wang Qishan, could be elected vice president on Saturday, having stepped down from the Standing Committee in October. The Communist Party of China has cited people's demand for change in the constitution. The central committee had also proposed listing the National Supervisory Commission as a new organ in the Chinese Constitution.

The Communist Party, which says the move merely aligns the presidency with the limit-free titles of party and military chief, claims "the masses" unanimously called for the removal of term limits. The move blocked the emergence of an alternative leader, put unbridled power over the party, the military and the state administration in Xi's hands for years to come.

"If Xi Jinping is backing it, you know it will be a tool to consolidate absolute political control by persecuting enemies, intimidating potential adversaries, and hounding everybody else", said author Gordon Chang.

The commission would expand the reach of corruption investigations, which up to now have mostly been conducted by a Communist Party agency acting largely beyond the law.
