South Korean Envoys to Bring Message From Kim to US

US President Donald Trump said North Korea seems "sincere" in its apparent willingness to halt nuclear tests if it held denuclearisation talks with the United States.

If talks with the United States happen, Chung said North Korea "made it clear that it won't resume strategic provocations like additional nuclear tests or test-launches of ballistic missiles" while the talks continue. This was decided in talks between his envoys to Pyongyang and North Korean leader Kim Jong Un.

The State Department's notice, published in the Federal Register, accused the North Korean leadership of using "chemical weapons in violation of worldwide law or lethal chemical weapons against its own nationals". He shouldn't try to overplay his hand. Doan and Siti Aisyah of Indonesia pleaded not guilty to killing Kim Jong Nam, the estranged half brother of North Korea's leader Kim Jong Un. "But it often lures you into doing other things that are very bad ideas, whether down playing threats that you should be focused on or getting so committed to the process, so desperate to reach some sort of agreement that you start to pay off the other side to keep them at the table". "He shouldn't go in there with too much optimism about he can get out of that meeting", James Kim, an worldwide relations expert at the Asan Institute for Policy Studies in Seoul, told Sputnik. If they had said that Pyongyang was willing to talk denuclearization, the Korean government would have informed the United States the "good news" right away, but it didn't. So did Kim just get religion? That essentially is going to be a huge disappointment for the domestic audience in South Korea and for the United States. Asked if he had any preconditions for talks, Trump said: "I don't want to talk about it".

The US last week imposed harsh unilateral sanctions on multiple shipping companies dealing with North Korea. South Korea is an especially tantalizing market. There's no leverage at the moment for South Korea. The Nikkei Asian Review compiled the views of experts who outlined three possible reasons behind Kim's actions.

Chung would not elaborate on Kim's statement on denuclearization, except to say that the North Korean leader said denuclearization of the peninsula was "the dying wish of our forebears", and that that desire remains unchanged.

"I think [US] President [Donald] Trump and Vice President [Mike] Pence made this very clear".

State Department spokeswoman Heather Nauert warned that the killing of Kim Jong-nam made it clear that the "reckless" regime can not be allowed to pursue a weapons programme.

Yet North Korea has previously said it would give up its nuclear weapons and has reneged on every deal it has ever signed.

It's been a tough, costly year for North Korea. They need to allow investigators and observers to go into North Korea, get access to and examine the nuclear facilities. As appalling as it is to acknowledge this, Kim's negotiating position is much stronger now.

Bolton said Trump inherited a North Korea situation from the Obama administration "with some pretty unattractive options", including the use of USA military force to quell the rogue nation's rising nuclear threat.
