U.S. passes bill to renew surveillance power

It is now scheduled to expire January 19. GOP leaders had spent weeks rounding up support and combating demands for changes from conservatives and libertarian lawmakers.

Almost two hours later he attempted to course-correct. An hour later, he tweeted again, this time arguing that the bill "is about foreign surveillance on foreign bad guys on foreign land".

"We need it! Get smart!" said the tweet, which was threaded to follow on from Trump's earlier message ― something the president hasn't shown a consistent ability to do.

House Majority Leader Kevin McCarthy pointed out that a "clean" bill would not include the security and border wall that Trump has insisted be part of any immigration plan.

Trump initially wrote on Twitter that the surveillance program, first created in secret after the September 11, 2001, attacks and later legally authorized by Section 702 of the Foreign Intelligence Surveillance Act (FISA), had been used against him but later said it was needed.

What exactly does that mean, and does 702 allow the surveillance of American citizens, even incidentally? This was the king and Parliament's version of protecting national security.

A copy of correspondence from this agency and the Foreign Intelligence Surveillance Court (FISC) from any departments or individuals that would be reasonably likely to correspond with FISC.

The NSA is also allowed to store these communications inside a database.

A Takata spokesman said the company will make all attempts to ensure it can deliver replacement inflators as soon as possible. Of the 391,000 recalled, the new warning involves 2,900 vehicles, including 2,700 in the US and almost 200 in Canada.

"National security does not trump our inalienable rights as a people, especially when the government want to "collect it all to know it all" and bypass the rule of law for secret executive rules to keep us safe from ourselves using legislative acts to make it all legal", he wrote.

Thursday's vote was 233-183 against the measure. "So let's clear up some of the confusion here". Without action, the 702 powers and the intelligence it produces goes away. The Fourth Amendment further requires that the judicial warrant describe specifically the place to be searched or the person or thing to be seized.

Much of the debate centers on one provision of the surveillance law - Section 702.

Opponents, however, claim it allows intelligence agencies to collect and scour massive amounts of data from United States citizens. "The president fully supports the 702 and was happy to see that it passed the House today".

Ryan said in another instance, the surveillance allowed US officials to thwart a 2009 attempt to blow up New York's subway system. Zazi was discovered, according to the criminal complaint, after he corresponded with an email address used by an al Qaeda courier in Pakistan.

Since the Snowden revelations in 2013, the public learned that Section 702 has been used unlawfully and in ways that was never intended.

A presidential correction came 101 minutes after the initial tweet. The problem, critics say, is not simply that the information is collected but what is done with it after it is gathered.

"It is extremely important", Geltzer agreed.

So that is collection that isn't intentional, but also isn't exactly accidental. The government has more than 100,000 "targets" for surveillance, and collects hundreds of millions of communications per year.

What's referenced above is exactly what privacy advocates are anxious about.

"It's well known that he has concerns about the domestic FISA law".

It allows the NSA and Federal Bureau of Investigation, in their surveillance on foreign targets outside of the country for national security purposes, to also collect and hold communications by U.S. citizens, so-called incidental collection. Following the terrorist attacks of 9/11, it has been amended to adapt to new intelligence-gathering conditions and terrorist threats.

Trump tweeted about the program Thursday. This isn't about politics. "Congress must reauthorize it", he tweeted.

"The House of Representatives has taken a big step to ensure the continuation of one of the Intelligence Community's most vital tools for tracking foreign terrorists".

The legislation passed 256-164, despite opposition from both sides. It will move on final passage next week, but not without a fight.
