US Announces New Restrictions on Cuba Travels and Trade

The US government has announced new restrictions against Cuba, tightening sanctions as part of President Donald Trump's pledge to roll back his Democratic predecessor's move towards warmer ties with Havana.

Some of those listed on the restricted list include Havana's new 5-star hotel called The Gran Hotel Manzana Kempinski.

The new restrictions represent a partial rollback of Obama-era policy changes, which loosened restrictions on trade and travel between the USA and Cuba.

But as his administration moves to implement the new regulations, the Treasury Department said it is simplifying and expanding license exceptions for certain exports to the Cuban private sector "consistent with the Administration's policy to support free enterprise in Cuba".

Americans wanting to visit Cuba will have to go as part of organized tour groups run by US companies.

U.S. Treasury Secretary Steven Mnuchin said the new rules will prod Cuba's communist regime to allow "greater political and economic freedom".

"Our policy will seek a much better deal for the Cuban people and for the United States of America", Trump said in the speech. The order restricts "people-to-people" visas, which in the past have made traveling to Cuba - located just 100 miles south of USA shores - relatively simple. "We do not want USA dollars to prop up a military monopoly that exploits and abuses the citizens of Cuba".

Individuals traveling for so called "people-to-people" outreach will no longer be able to visit the country, except where travel arrangements have already been made, or in cases where these individuals are accompanied by permitted, US-based sponsors, a senior administration official explained to reporters on a conference call.

USA airlines and cruise ships will continue to operate in Cuba under the new regulations. The Commerce Department will simplify and expand a license that allows American companies to export certain consumer products to Cuba without asking for special permission from the US government. Although the new blacklist is created to impact the Cuban military, the Trump administration has not commented on whether the restrictions are related to the "health attacks" that USA government officials experienced in the Havana embassy. Administration officials said Wednesday that those actions were unrelated to the new regulations.
