Program that provides thousands of Pennsylvania children with health insurance expires

The Children's Health Insurance Program, called CHIP for short, covers 48,410 MS kids and teens under age 19 who are not eligible for Medicaid but live in low-income families at 209 percent of the federal poverty limit.

"Senator Cochran expects Congress to act soon to reauthorize the program, which is important to many families in MS, before the state exhausts its CHIP funding", a statement from Chris Gallegos in Cochran's D.C. office says.

"To prevent us from going backwards, Congress should commit to reauthorize the funding of CHIP at the current levels", said Children's Action Alliance President Dana Wolfe Naimark, in an emailed statement.

Consequently, some Republicans in Congress have downplayed the urgency of the situation, saying they will be able to act before kids start getting kicked off of coverage.

In Iowa, about 60,000 kids get health insurance with CHIP funding, with 44,000 on the Healthy and Well Kids in Iowa, or hawk-i, program.

The law does allow unspent funds from previous years to carry forward, so states now are relying on those accounts.

CHIP advocates have also been nervous that the program could become a battleground for the still-simmering Obamacare fight - that the program's funding could get stuck not because of any disagreements over CHIP itself, but because it becomes the cipher for a separate health care fight.

In Colorado, lower-income children and pregnant women are covered through Medicaid, while those with higher incomes are covered through CHP+. "The ones that are on Medicaid, we'd have to figure out something if CHIP goes away". The influx should allow the program to continue for a few more weeks, Piper said. Many states operate their CHIP programs as part of Medicaid. "Policies like this can always be improved, but Congress should waste no more time in reauthorizing this important program". Ron Wyden, D-Ore., the chair and ranking member of the Senate Finance Committee respectively, announced an agreement in September to extend CHIP funding for another five years and boost funding over time. "We don't have unlimited resources to cover this population", Piper said.

About $165 million in CHIP funding was spent on Medicaid recipients a year ago; $198 million was spent on children in All Kids, according to the Medicaid office.

The Medicaid and CHIP Payment and Access Commission (MACPAC) estimated that if CHIP isn't reauthorized three states and the District of Columbia will run out of program funding by the end of the year and another 27 states will run dry in the first quarter of 2018.

"We have not sent out any notices (to participating families)", Caldwell said. "Still, Congress needs to reauthorize this program quickly, and I am hopeful we will have a bill in front of us for a vote soon".
