Palestinian PM heads to Gaza for reconciliation talks with Hamas

Hamas made its dramatic turn towards reconciliation on September 17 after Egypt, Saudi Arabia and the United Arab Emirates imposed an economic boycott on the movement's main donor, Qatar, over alleged support of terrorists.

Shaath explained that Fawzi will head to Gaza after his meeting with Abbas to overlook the government handover process after the Islamic Hamas movement dissolved the "administrative committee" that it formed a year ago to act instead of the government.

Hamas established the administrative committee to fill what it described as a void caused by the PA's neglect of its duties in Gaza. "The world will not stand by the side of a torn and divided people irregardless of the justice of its issue or the legitimacy of its rights", he stated.

That formula nearly helped the Falcons win the game Sunday as the backs combined for 222 yards rushing and receiving. Tevin Coleman rushed nine times for 79 yards and caught 4-of-6 targets for 65 yards in Week 4 against Buffalo.

This time, however, many analysts believe that both parties are serious about ending the divide with Abbas nearing the end of his career, motivated by a desire to consolidate his rule while carving out a legacy as the man who unified his people.

Palestinian Prime Minister Rami Hamadallah, in center with red tie, arrives at Erez border in the northern Gaza Strip on October 2.

"There is no other way, they have to make the reconciliation work this time", the former police officer says. They included cutting money the Palestinian Authority was paying to Israel for Gaza's electricity, limiting power for residents of the impoverished strip to about three hours a day in the middle of stifling summer heat. Along with several countries and organisations, Israel considers Hamas a terrorist group and has said it will not deal with a Palestinian government that contains Hamas members. Egypt suspended its diplomatic mission in Gaza in 2007 after the Hamas takeover. The PA does not recognize the legitimacy of the Hamas-appointed employees and has tens of thousand of its own employees in Gaza, who have been out of work for ten years.

Hamas said the decision came in response to recent diplomatic efforts by Egypt to reconcile the rival factions, while Abbas has been calling on Hamas to relinquish control of the small territory to the PA.

Hamas controls Gaza's security and has made clear that it has no intention of giving it up. But key sticking points, primarily Hamas' refusal to disarm its powerful military wing, are likely to complicate or even derail the reconciliation efforts in the coming weeks. "And if Fatah accepts the resistance, Israel will take measures against the PA", Qassem told Al Jazeera. "We will fight the occupation with all means of resistance until [it] is wiped away".

Hamas has been the de-facto ruler in the Gaza Strip since 2007 after the party defeated President Mahmoud Abbas' long-dominant Fatah party in parliamentary elections. For him, taking over administrative control of Gaza would solidify his status as the "sole legitimate representative" of the Palestinians. Later on Monday, the Palestinian PM is scheduled to eat lunch at a Fatah leader's home in Gaza and meet with Hamas Politburo Chief Ismail Haniyeh.
