USA urges all nations to take

The U.S. pushed for an oil embargo as part of a resolution at the UN Security Council after North Korea conducted its sixth nuclear test on September third but failed to get it adopted in the face of resistance from China and Russian Federation.

The move announced by European Union headquarters Thursday follows the Security Council resolution of August 5, which bans North Korea from exporting coal, iron, lead and seafood products estimated to be worth over $1 billion. "Russian Federation is the largest employer of North Korean forced labor", Secretary Tillerson said in a statement emailed to PPD.

Before returning to Washington, Tillerson is due to address a press conference with his British counterpart Boris Johnson.

The measures were a noticeably watered down version of an initial draft resolution, however, which initially included a full ban on the export of oil to North Korea, authorized member states to use force when inspecting suspicious North Korean vessels, and prohibited the hiring of DPRK laborers.

U.S. Secretary of State Rex Tillerson acknowledged Thursday that it will be hard to enforce an oil embargo on North Korea unless China cooperates. "In effect, that is directed at China alone because China supplies essentially all of North Korea's oil".

The secretary's hardline stance comes weeks before the Trump administration must decide whether it will certify Iranian compliance with the deal to the U.S. Congress.

This includes "aggressive and illegal actions" by North Korea, which has fired several ballistic missiles and tested a nuclear weapon in recent months.
