NBA To Vote on Draft Lottery Reform, Player Rest Guidelines

The other somewhat monumental proposal is fixing the draft lottery to eliminate tanking, which is when bad teams, for lack of a better phrase, lose on objective.

The full scope of the proposal isn't known, but Woj has been able to tease out some details.

As it is now, the three worst teams have a 25, 19.9, and 15.6 percent chances, respectively, to notch the top overall pick. Under the new plan, those teams would each have a 14 percent chance, according to league sources.

Under the recommended plan for the Draft, the odds of getting the No. 1 pick would be smoothed out for the League's worst teams.

Who the hell knows if this proposal will actually get passed, or if it would even work to prevent tanking.

The plans will need a two-thirds majority by the board of governors to pass into legislation with a vote expected at a meeting in NY on September 28.

If the board does approve the new system, it would reportedly take effect at the 2019 draft lottery. The second-worst record could move to sixth, instead of only fifth under the current legislation.

Silver sees stars resting as such an issue because the league isn't giving the fan the best product. According to Wojnarowski, the "proposed guidelines for resting players will encourage teams to sit healthy players for home rather than away games, and discourage the practice during nationally televised games".
