The stricter sanctions serve to better stymie North Korea's ability to develop and maintain a nuclear weapon and ballistic missile program, U.S. Ambassador Nikki Haley explained in a post-resolution statement. Part of the reason numerous US's military options against North Korea range from bad to worse is that Seoul, a metro area with more than 25 million people, is within artillery range of the North.
