Senate rejects 'skinny repeal' of ACA as 3 Republicans vote 'no'

With so many senators in both parties railing against the fast-track procedures that Republican leaders used, a return to health care seemed certain to go through the committees, where bipartisanship and deliberation are more likely.

The senator later released a statement explaining that he believes in repealing and replacing Obamacare, but the skinny repeal would not deliver what Republicans have promised for several years.

Speaking to a audience of law enforcement officers on Long Island, N.Y., President Trump said, "They should have approved health care last night, but you can't have everything, boy oh boy". Rather, it was meant to be a gateway into a "conference committee" with the House of Representatives with which a far broader, far-reaching health care deal could be struck. But given the divisions among congressional Republicans, it was unclear just what kind of compromise legislation they could end up with, if any at all.

Sens. Marco Rubio, R-Fla., and John Barrasso, R-Wyo., were among the Republicans seen apparently attempting to persuade McCain to change his vote.

Senate Democratic leader Chuck Schumer, though clearly pleased with the outcome of the vote early Friday morning, insisted it was "not a time for celebration, it's a time for relief". Our inability to address the pressing health care needs of the American people with meaningful and lasting reform is inexcusable.

I realize that the political media has its favorites, and for a variety of reasons, McCain has always been a media darling. At one point, GOP senators emerged from an afternoon strategy session with no agreement on what that plan should be.

But insurers, hospitals, doctors, and consumer groups are pressing the administration to guarantee billions of dollars in disputed subsidies to help stabilize insurance markets around the country.

It was one that Republicans were most likely to pass, as it appealed more to moderates, as well as conservatives that were left with no other choice and were desperate to say they repealed something, anything of the former President's legacy.

Hours before the final vote on the "skinny repeal" proposal Friday morning, they were out publicly trashing the proposal.

Republicans have 52 seats in the 100-seat Senate, but their efforts failed as three Republicans, Senators John McCain, Susan Collins and Lisa Murkowski, turned to Democrats.

Then late Thursday night, as he entered the chamber to vote, he hinted to reporters that the night would have some drama in store.

Responding on Twitter, he said those who voted against the repeal move had "let the American people down".

The measure would have overturned the mandate that most individuals get health insurance and suspended a requirement that large companies cover their employees.

"The speaker's statement that the House would be "willing" to go to conference does not ease my concern that this shell of a bill could be taken up and passed at any time", he added.

"Neither party has a monopoly on good ideas, and we must work together to put together a bipartisan bill that fixes the flaws in the ACA and works for all Americans".
