"This whole set of (judicial) bills is a scandal", said Agnieszka Janczarska, a 39-year-old lawyer in Warsaw who attended both demonstrations.

The police estimated that somewhere between 4,000 and 5,000 people protested there, but the Warsaw city hall said the number was above 10,000.

Chanting "we will defend democracy" and waving European Union and Polish flags, around 4,500 protesters attended demonstrations in the Polish capital, according to police. "The reform gives the politicians power over the judges", said Barbara Dolniak of the opposition Modern party.

The proposed bill stipulates that the current Supreme Court judges will be forced to retire, with the exception of those indicated by the justice minister, who would also be responsible for selecting candidates to succeed the retired judges.

The letter was published after Poland's Senate, in the early hours of Saturday morning, approved two other laws - one of which disbands an independent body that nominates judges and the other of which gives the justice minister the right to dismiss the presidents of regional and appeal courts.

The latest effort by the ruling Law and Justice, or PiS, political party would force all Supreme Court justices to step down.

Kaczynski said on Friday that "radical changes" were needed to "heal" the nation's judiciary.

The judiciary has been a key locus of the political struggle in the first 20 months since PiS came to power.

But as the governing party and its have a comfortable majority, the law was soon passed by parliament in the middle of the night.

Those gathered, who included government critics and leaders of some opposition parties, argued the changes would limit judicial independence and threaten the separation of powers in the country.

The role of the tribunal, now controlled by PiS-nominated judges, is to rule on the constitutionality of laws passed by the parliament. The judiciary, it contends, is symptomatic of this malaise.

The poles are protesting against the change of the judicial system.
