What's particularly puzzling about the Cruz-Lee plan though, is that it is likely to actually worsen the biggest problem the GOP has had when it comes to rallying support for its ACA replacement proposals: the number of people with insurance coverage. You could buy a plan that covered nearly nothing but a visit to a hospital emergency room and an annual physical, if you wanted to. The Club for Growth, Tea Party Patriots, and FreedomWorks said that without an option for individuals to opt out of current insurance rules, the Senate bill would amount to perpetuating "Obamacare".

Under the Senate bill, the ACA's premium subsidies would still be available to those earning up to 350 percent of the federal poverty level, blunting the cost for many. Premiums for those who need comprehensive coverage would shoot up.
