Senate Minority Leader Chuck Schumer (D-NY) invited Senate Majority Leader Mitch McConnell (R-KY) to an all-senators meeting next week to discuss the Republican effort pass a health care bill. The fear is that the Senate leadership could wait for the CBO report, then immediately bring the bill to the floor for a vote before senators or anyone else had time to gauge its effect on health coverage for millions of Americans.

One option would involve channeling a new $100 billion insurance market stabilization fund that the GOP bill creates through the Children's Health Insurance Program, a federal-state partnership already under the umbrella of the Hyde Amendment.
