Budget Committee: House healthcare bill can move to Senate

A House bill replacing the Affordable Care Act narrowly passed in May. House Republican leaders are working to nudge the budget numbers to bring over enough members who are the fence to avoid another problem.

In a White House meeting, Trump welcomed indications by senior Republicans that the Senate might vote on a health care bill in July, before it breaks for the summer, after the House of Representatives passed its own version in May.

"We're getting close to having a proposal to whip and to take to the floor", Senate Majority Leader Mitch McConnell (R-Ky.) told reporters, after almost three hours of closed-door meetings. On Monday, Sen. Shelley Moore Capito (R-W.Va.) said a slower phase-out would be "helpful" but added, "I'm not saying I support phasing it out". At the meeting they reviewed legislative options with the goal of translating those into bill language that could be evaluated in the near future by the Congressional Budget Office.

Majority Leader Mitch McConnell told reporters afterward that "We're getting close to having a proposal to whip and to take to the floor".

"We've had 7 years to talk about health care", McConnell continued.

McConnell, a member of the Freedom Caucus that prevented the House from passing a budget two months ago, said he wants to keep spending within the rate of inflation, with no accounting gimmicks.

Republican leaders are pushing for a vote on a Senate health care bill by the end of June, an optimistic timeline that would allow the Senate to dispense with the issue one way or another. Ron Johnson, R-Wis., who expects Republicans will need to provide a stopgap measure to stabilize insurance markets while they continue working on a broader overhaul. "We don't have time to do this in a couple of weeks". Without candidates and policies that resonate with those low- and middle-income voters -the same voters that gave Trump the White House and whom the AHCA is predicted to most negatively affect- complacency will once again lead Democrats to defeat, all with the Republicans' albatross notwithstanding.

There was also discussion of an upcoming increase in the debt limit, leaders said.

Senate Minority Leader Charles Schumer of N.Y. speaks during a news conference about the Paris climate agreement, Wednesday, May 24, 2017, on Capitol Hill in Washington.

Although encouraged by the meeting, many GOP senators did not appear ready to embrace the budding plan. Or the House or Senate get tax reform week.

Raúl Labrador told Independent Journal Review Tuesday night he is firmly opposed to voting for a health care bill that does not include a waiver for states to opt out of community ratings, which the Senate version may not.

The panel's announcement means that the Senate parliamentarian found no "fatal flaws" in the bill that Democrats had warned about.

Comey calls it 'significant' that Trump wanted private Oval Office meeting
White House spokeswoman Sarah Huckabee Sanders said she was unsure if the president read Comey's testimony after its release. Comey said "I didn't move, speak, or change my facial expression in any way during the awkward silence that followed".

However, the Senate is considering exempting from the cap spending for some categories of Medicaid beneficiaries such as the elderly, disabled, pregnant women, and children, according to the WSJ report.

Tuesday was the first time that the full GOP conference was presented with ideas for a the health care bill, including a PowerPoint presentation, fashioned by key staff members during the recess.

"I think personally they are moving in the right direction", he said.

The bill still needs to go through the Senate, where it is expected to undergo major changes if it is to pass at all. Rob Portman, R-Ohio, said in a statement.

"The areas we have consensus on?"

Far and away the biggest division among senators is the fate of the Medicaid program for the poor and the expanded Medicaid coverage for millions of other childless adults in 31 states and the District of Columbia approved during the past four years under Obamacare.
