ISIS Claims Manila Casino Attack

MANILA, Philippines (AP) - The lone suspect who launched a deadly attack on a casino and shopping complex in the Philippine capital that left dozens dead was a heavily indebted Filipino who was hooked on gambling, police said Sunday. "This incident is confined to the act of one man alone as we have always said".

The casino attack happened as government forces battled IS-aligned militants in Marawi City, 800 kilometers (500 miles) south of Manila.

At a news conference Saturday, authorities showed the security footage to the media and said the gunman's identity was still unknown.

He said the IS attacks were "more cruel and brutal".

Duterte said the attacker was simply "crazy", adding that the gunman stole almost $2 million worth of casino chips.

Rep. Ruffy Biazon (LP, Muntinlupa City) and Gus Tambunting (PDP-Laban, Parañaque City), both senior members of the House Committee on Public Order and Safety, said they defer to the findings of a comprehensive police and arson probe in the meantime.

Trump in Middle East: Symbols but little substance

Police and officials at Resorts World on Saturday released video clips from the casino CCTV for the first time since the attack in a bid to bolster their assertion that Friday's incident was a case of robbery.

Albayalde said there's no evidence pointing to the terrorism angle just yet. With all that ammunition, he could have killed hundreds of people inside that establishment.

The gunman fled to an adjoining hotel where he reportedly killed himself.

However, Duterte said on Saturday evening that he believed the attack was not carried out by Islamic State, despite the terrorist group's speedy claim of responsibility.

Daesh, on the other hand, publicly claimed responsibility for the attack and named who they say was the shooter, Philippine native and purported jihadist Abu al-Kheir.

"The Philippine National Police (PNP) has conducted an initial investigation showing that the gunman did not shoot any civilian but only fired shots at LED televisions, burned gambling tables, and stole gambling chips worth P113 million, before he forcibly entered a hotel room where he burned and shot himself", he said.

At least 37 patrons and Resorts World Manila complex employees died in the attack, mostly from smoke inhalation while they hid from the gunman.

Albayalde said Carlos, a father of three, had a bank account with an outstanding debt of 4 million pesos ($81,000).

Albayalde said the security footage contained a clear motive: the gunman headed straight for a storage room that contained poker chips.

The remaining footage shows the gunman repeatedly shooting bursts of rifle fire into several locked white doors and finally breaking into one. Abayalde suggested he set fires as a diversionary tactic and his next move was to try to get out.
