New arrests in Manchester bombing, 11 in custody

British police say they have made another arrest in connection with the Manchester bombing, bringing the total to 12.

Six days after 22-year-old Salman Abedi launched his attack on a pop concert, killing 22 people, a British minister said that members of the suicide bomber's network could still be a large.

Britain's terror threat level has been reduced to "severe" from "critical", UK Prime Minister Theresa May said Saturday after meeting with security chiefs.

As a result, soldiers who have been assisting police would be withdrawn from Britain's streets from midnight on Monday.

A woman and a 16-year-old boy had been released without charge, leaving 13 men still in police custody in relation to the attack, including four who had been charged with terrorism or firearms offences.

On Sunday, police arrested a 19-year-old man in Gorton and a 25-year-old man in the Old Trafford area of Manchester on suspicion of terror offenses. They say he returned to Britain from Libya on May 18, and likely completed assembling his bomb at a rented apartment in central Manchester. A spokesman said that the brother, Hashim, was aware of Abedi's plans to attack.
