New arrests in Manchester bombing, 11 in custody

British police say they have made another arrest in connection with the Manchester bombing, bringing the total to 12.

Six days after 22-year-old Salman Abedi launched his attack on a pop concert, killing 22 people, a British minister said that members of the suicide bomber's network could still be a large.

Britain's terror threat level has been reduced to "severe" from "critical", UK Prime Minister Theresa May said Saturday after meeting with security chiefs.

As a result, soldiers who have been assisting police would be withdrawn from Britain's streets from midnight on Monday.

Along with the 11 suspects in United Kingdom custody, police in Libya have detained Abedi's father and brother. About 1,000 people are working on the investigation and hundreds of members of local police have beefed up security on the streets of the major British city amid a holiday weekend in the country with several high-profile music festivals and sporting events.

The decision to lower the threat rating from its highest level was made by the country's Joint Terrorism Analysis Centre in light of the arrests made in the Manchester attack investigation, May said.

"We are very happy we've got our hands around some of the key players that we are concerned about but there's still a little bit more to do", he said.

A woman and a 16-year-old boy had been released without charge, leaving 13 men still in police custody in relation to the attack, including four who had been charged with terrorism or firearms offences.

On Sunday, police arrested a 19-year-old man in Gorton and a 25-year-old man in the Old Trafford area of Manchester on suspicion of terror offenses. They say he returned to Britain from Libya on May 18, and likely completed assembling his bomb at a rented apartment in central Manchester. A spokesman said that the brother, Hashim, was aware of Abedi's plans to attack.

In her Instagram posting, she said that her Dangerous Woman concert tour was meant to be a "space for my fans, a place for them to escape, to celebrate, to heal, to feel safe and to be themselves".

Grande, meanwhile, promised to return to "the incredibly courageous city of Manchester" to hold a benefit concert for the victims.

Police received 28 reports of hate crimes on the day of the attack, but the number rose to 56 by Wednesday.

People have also seen armed officers with police dogs waiting on the road.

"We can't directly link these to the events of Monday night and are continuing to monitor the situation", he said.
