Canada's onservatives elect Andrew Scheer as new party leader

The Saskatchewan member of Parliament, and former speaker of the House of Commons, managed to overcome frontrunner Maxime Bernier, despite a quiet, and underfunded, campaign.

"What a race this has been", a smiling Scheer told party supporters following his victory.

In speeches on Friday night, leadership contestants - Bernier among them - had a similar message for party members, asking them to unite behind whichever of the 13 candidates was victorious. He'd pursue new trade deals, citing the U.K. - Canada's fifth-largest trading partner - after any Brexit deal.

The right-of-center Conservatives held power for almost a decade under former Prime Minister Stephen Harper before the center-left Liberals won in 2015.

"We'll see where Erin's supporters go, I hope I get a few more than Max", Scheer joked.

If no candidate receives more than 50 per cent of the vote on the first count, the last-place contender is eliminated and the second choices from that candidate's ballots are then counted until one emerges with a majority.

Delegates elected the 38 year old at their leadership convention Saturday night in Toronto on the second ballot as he barely edged out Maxime Bernier.

Scheer ran on a campaign that largely echoed numerous policies and priorities of his predecessor, Stephen Harper, in a clear sign that the party membership weren't quite ready to take a huge jump into the unknown.

Mr. Scheer, unlike Mr. Bernier, supported supply management, the system that regulates prices on dairy and poultry in Canada.

While Kevin O'Leary was still officially in the race, he quit the contest last month to endorse Mr. Bernier.

Mesh bags released Conservative party balloons over the crowd at the Toronto Congress Centre as Scheer invited his former rivals and campaign officials to join him onstage, to the strains of a guitar-heavy version of "We Are the Champions".

About half of the more than 250,000 Conservative party members eligible to vote had already cast their votes by mail well before Saturday. O'Leary took 1.07 per cent of the vote in the first round, putting him ahead of three candidates who had not dropped out.

The party would be wise to take some lessons from his leadership, said candidate Lisa Raitt, who served in Harper's cabinet.

Candidates were scored not by votes, but by points: every riding in the country was allocated 100 points, and each candidate received a number of points depending on their share of votes in that riding.
