S.Korea to temporarily shut aged coal power plants

South Korean President Moon, known for his open attitude toward dialog with the North, condemned the missile launch and convened his first National Security Council meeting over the issue.

The test-launch was a legitimate act of self-defense and US criticism was a "wanton violation of the sovereignty and dignity of the DPRK", a North Korean diplomat told the U.N. Conference on Disarmament in Geneva on Tuesday.

Moon has said he would be willing to visit the North "in the right circumstances", but also slammed Sunday's launch as a "reckless provocation", saying dialogue would be possible "only if the North changes its attitude".
