The federal government has got New Zealand offside with its proposed tertiary education changes.

New Zealand Prime Minister Bill English has delivered a stinging attack on the Turnbull government's policy changes that affect Kiwis living in Australia.

Brownlee said discussions today were "quite easy" because of the friendship between the countries and recent issues had to be put in context of the long relationship.

"I appreciate if you're putting together a budget you can't necessarily have worldwide bilateral negotiations about what's going to be in that budget".

But the Prime Minister said there was now "significant uncertainty about the Australian attitude towards that traditional arrangement".

To compensate, the government will now allow those groups to access the Higher Education Loan Program, meaning they can defer their fees and pay back the loan once they start earning regular income.

A number of Kiwis who have lived in Australia for more than ten years also had access to HECS-HELP under the old scheme.
