Texas' "sanctuary city" ban not popular with police chiefs

Texas'

Other Senate Democrats, who thought that the bill might go to a conference committee for final changes before heading to the governor, pressed Perry on the discriminatory nature of the bill and questioned its constitutionality.

Texas lawmakers passed a bill Wednesday that outlaws "sanctuary cities" - cities that don't enforce federal immigration laws.

Despite protests, sit-ins and hours of emotional testimony at the capitol, the State of Texas is another step closer to initiating a law banning so-called sanctuary cities.

The term "sanctuary cities" has no legal definition, but Republicans want local police to help federal immigration agents crack down on criminal suspects who are in the USA illegally. The bill would allow Texas the ability to withhold funding from county and local governments for acting as a sanctuary city. "Nowhere in the bill does it allow an officer to enforce federal immigration law. SB 4 will ensure that no liberal local official can flaunt the law", Texas Lt. Gov. Dan Patricksaid.

Perry also blasted the idea of local governments creating laws that pertain to their own jurisdiction, similar to how states make laws that might not jibe with the federal government.

Many advocacy groups in El Paso have also spoke out against the bill, saying it will make immigrants fear law enforcement.

But lose like that? No". "I was pleased with the fact it set off a good second-half performance", added Kompany. Against United we created 19 chances - no goals. "I remember one game where the opponent created more chances".

The bill would punish cities, counties and universities that have policies prohibiting local law enforcement officers from inquiring about a person's immigration status or enforcing immigration law.

Last month, a separate federal judicial panel ruled the 2011 redistricting map also was intentionally drawn to discriminate against minority voters, violating the VRA and the U.S. Constitution.

"What do you tell all those good folks about the unfunded mandate that we did last week?".

"It has frankly gone from a bad bill, to a really, really, really, bad disgusting bill", said Democratic Senator Sylvia Garcia.

The Texas House has approved a resolution calling for a new USA constitutional convention.

"We can not have multiple jurisdictions around this country or this state that pick and choose which laws they are looking at", Perry said, according to the Dallas Morning News.

McManus and Bexar County Sheriff Javier Salazar believe the bill could compromise trust of law enforcement among undocumented immigrants, a community that is already wary of them.

Opponents call the bill racist and divisive.

The Texas House of Representatives joined with Gov. Greg Abbott and the Texas Senate on Thursday in the call to amend the United States Constitution.

"I have friends, Hispanics, who talk to me regularly", he said.

In a Legislature consumed with more immediate issues, and amid concerns among Republicans and Democrats about the potential for a "runaway convention", it was Abbott's advocacy that propelled the issue forward.

In a letter to the Senate Committee on State Affairs leader Joan Huffman, Paxton wrote that the settlement was an agreement between two parties, not a judgment by the court, and argued two parties can not agree to trump state law. "Instead, let's go work", said McLaughlin.
