Spicer expected to address ousted national security adviser Flynn at news briefing

The House Oversight and Government Ethics Committee, led by Rep. Jason Chaffetz (R-Utah), has limited subpoena ability, according to the Congressional Research Service.

Senior lawmakers on the House Oversight Committee say Michael Flynn, the former national security adviser, appears to have violated the law when he took payments from groups associated with foreign governments. Chaffetz said that accepting foreign payments "was inappropriate, and there are repercussions for the violation of law".

Chaffetz also said that legally, Flynn was supposed to get permission to receive money from Russian Federation both from the secretary of state and the secretary of the Army, and there is not now evidence that he did so.

Chaffetz and Cummings said the documents they reviewed showed no evidence Flynn asked permission for the payments or later detailed the amounts he received to military authorities. Then, after accepting the foreign payments, Flynn had a legal obligation to disclose them fully before taking a job with the Trump administration.

Cummings noted that the security clearance states that knowingly leaving off payments from foreign governments is a felony punishable with up to five years in prison.

Chaffetz made his remarks alongside Rep. Elijah Cummings (D-Md.), the committee's ranking member, after a classified meeting.

Flynn's lawyer said in a statement that Flynn disclosed the trip, organized by the Russia Today news organization, in conversations with the Defense Intelligence Agency, where he was its former director.

Flynn's attorney, Robert Kelner, said Flynn reported his plans to travel to Russian Federation to his former agency, the Defense Intelligence Agency, and he briefed officials there after he returned.

Cummings also criticized the White House for refusing to turn over documents the committee requested about Flynn's vetting before his appointment and his foreign contacts during his three-week stint as national security adviser. "Above and beyond that, I don't know".

The news comes after the White House declined to provide documents related to Flynn that the panel investigating him had requested, according to a letter obtained by CNN.

White House legislative affairs director Marc Short said in a letter on 19 April that he would be "unable to accommodate" the request because it relates to Mr Flynn's actions before joining the White House.

The White House has responded, making it clear that they won't comply. Democratic Sens. Kamala Harris and Dianne Feinstein of California said they believed the committee needed to move at a faster rate. Big trouble. Trouble so deep that even the Republican chairman of the House Oversight Committee is saying he broke the law. "We need to get to the bottom of it by getting our hands on the documents we've requested from the White House".

But now the White House is refusing to turn over documents requested by Congress and it appears as if Mike Flynn broke the law by not disclosing the payments from Russian Federation. House Oversight investigators announced last month that Mr Flynn had received more than half a million dollars from work for the Russian state-owned television network RT and for work with a lobbying firm that likely benefited Turkey.

Meanwhile, investigations into Russia's interference in the 2016 election continue in the House and Senate intelligence committees.

Trump fired Flynn early in his term as national security adviser for allegedly misleading Vice President Mike Pence about his contacts with Russian officials. The House and the Senate have not accepted the offer.

Flynn has denied any wrongdoing, amid reports he is under investigation by both the Defense Department and the Federal Bureau of Investigation.
