TfL proposes major changes to private hire licence fees

Transport for London is eyeing a windfall from Uber to cover the costs of regulating the startup.

Uber could pay up to £2.1 million for a five-year licence under proposed changes to minicab fees announced by Transport for London today.

It said the proposals would see an end to the current system where so-called "small" operators, with no more than two vehicles, pay £1,488 for a five-year licence, and "standard" operators, which have more than two vehicles - regardless of the size of their fleet - now pay £2,826. It lost a court battle in March to stop TfL from imposing strict new English reading and writing standards on drivers.

Small operators, with no more than two vehicles, now pay £1,488 for a five-year licence, while standard operators, with more than two vehicles, pay £2,826. Uber has lodged an appeal against the decision. Operators with thousands of drivers now pay the same as those with just three.

The company that is probably Uber's biggest competitor, Addison Lee, would also be stung with the big fees, because it has 5000 registered drivers.

"The changes to fees would also enable us to fund additional compliance officers to help crackdown on illegal and unsafe activity".

San Francisco-based Uber, which allows people to book journeys on their smartphones, said it supported the principle of larger operators paying higher fees and would look at the details once it received the consultation documents.

The consultation, which closes on June 16, is the latest move by TfL and the London Mayor to curb the number of private hire vehicles on congested roads in the capital.

The capital's minicab industry has grown dramatically from 65,000 licensed drivers in 2013/14 to more than 117,000 today.
