Trump's New 'Hard Power' Budget: What's on the Chopping Block

Among program cuts that target scientific research, the arts, foreign aid and programs to help the poor, the Trump administration proposes a 31 percent cut to the Environmental Protection Agency (EPA), including a $100 million cut to climate change programs.

Over the years, conservatives have proposed cutting federal funding for a number of pursuits they consider left-leaning.

At the heart of the proposal is a $54 billion increase for the military, as Trump seeks to restock and re-equip the armed services.

For the spending plan released Thursday, that's by design: Trump's so-called "skinny budget" includes only discretionary spending - funding for things like fighter planes, the Department of Education, and foreign aid that is approved on a regular basis by Congress.

The Paul Ryan wing will complain that Trump is not undermining Social Security and Medicare, as Ryan himself has long advocated.

"The administration's proposed budget will be akin to taking away the agency's bread and water", he said.

"While almost every Republican claims to be a fiscal conservative, many of them defend subsidy programs important to their states or personal interests", observed Chris Edwards, editor of the Cato Institute's DownsizingGovernment.org, who tossed out rural business subsidies as an example.

The $3bn (£2.4bn) Community Development programme - which funds popular programmes such as housing assistance and Meals on Wheels, which delivers food to the elderly and disabled - would be completely dismantled.

Also highlighted in the report were an OH boating club hit by cuts to keeping the Great Lakes clean, and homeowners in Florida's Gulf Coast affected by reductions to the country's food insurance programs.
